Q: does the red tip need to go in a rim hole or just rest on the rim? Mine seams a little loose. 205/75r/15 tire.

Brian, the red tip does not need to go in the rim hole but does need to be secure against the rim for the best fit and deterrent. The red should not be on the rubber of the tire at all. Thank you.

Q: Can you drill the lock out? Seems like an easy way to open this.

I'm sure it could be drilled out if one wanted to. A door to your home can be busted too, it's a deterrent. I hope it sends someone looking to take a trailer to move on to my neighbors house, if they wanted my trailer bad enough I'm sure it could be removed with enough time.
