I haven't had any issues with stinging, although it does leave a tingling sensation on my face. I don't use on my eyes, would not recommend for removing eye makeup or washing near eyes. Hope this helps!

No, it's a cream cleanser. It won't foam up, but often those types of cleansers can dry your skin. Cream cleansers, as a rule, don't.
