One of the graphics shows dimensions of 9.8 x 10.7 when flat. But then the product info states it is larger. What are the length and width when flat?

Not sure why you are seeing. the product is 11"x10.5" when lying flat. the adjustable part that folds flat is 10"x11". If you pull out the piece for the phone then the width is 16.5" rather than 11".

can this be used on your lap?

Yes, you can use it on your lap if you want, however it's not very conformable, I would recommend using a different stand for your lap.

Why do they show a photo of a computer? Are they hiding the surface of the stand for a reason?

I don’t believe they are trying to hide anything, just showing how the computer and phone would look in actual application.
