This deck has only 2 suits and 60 cards. But Sabacc is supposed to have 72 cards and 4 suits. So is this a Sabacc deck or just a lame knockoff?

In Star Wars, there are actually multiple variants, just like in the real world with poker. This version called correlian spike, is the one played in Han Solo movie and in a few books and uses less cards. It's not a lame knockoff but it is a less superior version. The Galaxy Edge version feels more premium and more like it's from Star Wars, thematically

Is anyone else having issues with the rules regarding the dice?? The rule book just says it’ll shake things up but doesn’t explain them at all.

I actually just looked up the rules for Sabacc and started playing it that way, because the rules in this game are pretty lacking period. For the dice, if pairs are rolled, you take everyone's cards, shuffle them and redistribute.
