No, it is 22" from bottom of wheels to top curve of handle. You might eke out 1/2" by smashing the handle down. The other measurements are 15" wide and 9" deep.

Q: what is the empty weight???

My kitchen scale says 6 lbs & 7 oz.

Q: How high is the handle (off the floor) when fully extended?

Hi,I'm 6' 6" and I am fully comfortable pushing on all 4 wheels or tilting it and wheeling behind me on 2 wheels. I'd guess it is ~4.5' high. Regardless, it's comfortable to use by a person of any size.

Q: Can i carry this luggage on the united state airplane？i mean whether it is a carry on size?

The middle size one is just a fraction of an inch too tall for carry-on. Southwest made me check it at the gate.
