Do the passengers fall out easily?

We've had this toy about a year, and the passengers and luggage are easy to take out and put in. There are little individual slots for each person, and the only way I can see they would fall out is if the toy was turned upside down. It's a great toy, and my 2.5 year old still plays with it regularly!

Does anyone know the height of the people pieces; and the height and length of the plane?

The plane measures 5.25x10x4.25. The people are around 3".

what is the age guideline? Is this too small for a 1 yr old?

The plane itself is not too small but the people and luggage are iffy. I have a 1 and 2 year old. They do fine with it but it does make me a little nervous.
