Q: Will get full speed on PCIe 4.0 say an ASRock X570 Phantom Gaming-ITX/TB3?

PCIe generations are not backwards compatible. If your board has only 4.0 ports, you will not be able to use 5th gen cards on it.

Q: What are the dimensions with the heat sink on top? Will it fit in an intel NUC?

You can get it without the heat sink if your motherboard provides one. My rig is in a gaming case and the only issue was that the GPU was really close and had minimal clearance(6900xt). In regards to the NUC, it should fit with the heat sink. The drive itself is standard size and the heat sink is a bit large- you should be ok. That drive is Gen 5 and you may not get the performance out of it from that setup. Go cheaper in my opinion.
