Yes, this mini blender can cut things into very small pieces. It depends on the time it takes to chop the meat and can be easily controlled by pressing a button.

Is the blade supposed to latch on to the cup? Seems flimsy

Yes, I make this all the time, no problem. But you can only chop a small amount and you have to cut the meat into chunks first. The motor on this mini food processor is of good quality and has plenty of power.
