I have a 30lb min-pin/bordercollie mix. Would he fit on the top shelf okay? Or would he be slightly too big?

I would take a look at the measurements and compare the top shelf to where your pup sleeps if you are wanting him to be able to sleep on the top. It can hold the weight for sure, but as far as sleeping on the top shelf, it depends on how tall your pup is and how they typically sleep. The top sleeping perch is about 17x11.75.

This has a very very smooth surface. Maybe scuffing the surface then applying a primer before the paint would work. I'm not sure about chalk paint, which doesn't need priming. It comes in pieces so you could always do a test on a side that doesn't show.

The item arrives flat and you will put the shelf pieces together. Assembly is pretty quick and easy.
