Can I use this mirror with goldfish?

You can kind of use this with a goldfish, I mean, yes, you totally can. It will float in any tank. BUT you will not get the reaction from a gold fish that this is intended to create from a betta. I think this would be wasted on anything other than a betta.

my betta wont come anywhere near the mirror how do I resolve this problem

Every Betta is different. I only put in the tank about 5 minutes at a time, for exercise. Rinse it off and try in another tank with another Betta.
