What are the small parts? Is this safe for a 28-month-old?

They are all part of the stuffed animal. There is no detachable items. I believe they would be safe for a 28 month old. The Unicorn baby's also are not super small.

Is the mommy unicorn easy to hold onto and cuddle? She seems kind of stocky or bulky for a 3-year-old to carry or hug.

She is absolutely easy to cuddle. My two year old niece loves this toy.

Great quality. I got this for my daughter’s fifth birthday and she loves it. She is able to keep the babies together. It was a great gift. I will say the size is a bit smaller than I expected it to be. She snuggles with it for sleep so it is also comfortable and soft. It’s easy enough for a 5 year old to use and keep together.
