Yes I thought it was broken at first but its designed that way to allow the dinosaur to thrash around when the tail button is depressed, the button underneath makes it roar. It sort of acts like a puppet with the head and neck moving from side to side

I just received this and the body flops down and about if I move it. Is this normal?

The action feature seems rather 'unusual' but that's how it's supposed to work/ move. You can also check some review videos only so you can be 109% sure about the toy's functionality
