Why will the shaft not go into the handle as it should?

Push the black ring into the handle , then the shaft will go back in . Kind of like the button on a ratchet . Happened to me too !!

Is this the same handle as the Phillips/flathead 2-n-1?

It is NOT the same, this handle is made in Taiwan, and grips the shaft at one point via the indentions on the shaft, vs the 2 in 1 adjustable screwdriver which grips at two points, anywhere on the shaft; This handle will have significantly more wobble as a result, and can only hold bits designed for use with impacts.
