I use a size Large for my bulldog who weighs 65 pounds. I'm not sure if a size small would fit your dog, although the velcro tabs are adjustable.

I have a 10# Havanese, I wasn't sure what size to get even after measuring. I read they ran small, but they don't. I ordered a medium and they are a bit big for her. The measuring guideline is accurate. If I were you I would measure the your dog and go with the size the chart recommends. Good luck
