Q: Will it fit on a 2021 hawk 250

Mine is a 2021 and it says it's a 520 pitch. I'm looking for a chain and sprockets also.

Q: Will 17 tooth fit 2019 hawk 250 chain says 428?

Yes but the sprocket cover will be really hard to get on and off. Might not even fit depending on the chain. I went 14/40 instead but that requires cutting the chain.

Q: What's the original number of teeth on both front/back the 2020 250cc Hawk? I want to increase top end by about 20%

I have the hawk dlx which is the efi version, it came stock with 16 front and 50 rear. I've heard the regular hawk comes with 15 tooth front.

My opinion is YES. I purchased a 2019 taotao tbr7, and the web suggested the change of the sprockets in order to get a little better top end. I chose JT Sprockets, the 17T for the front sprocket. It installed fine, and has given a better highway feel for the bike.
