If it is vegetarian then why does it says on the back in ingredients list -mutton/beef

The Product is composed of spices and do not contains any non vegetarian stuff therefore it is vegetarian. Its upto you what you are going to make. This spice mix is principally used for making of Kakori Kebab and for that you will have to buy Mutton. In case you are vegetarian , you may instead use Paneer or any other vegetable which is amenable for roasting.
