Why after replacing tank valve in a vormax 2 flap tank, is it still running?

Is this a replacement for the flappers rather than the entire assembly? The red one on mine right now has a chain.

Yes, it is. And it is a vast improvement from the old style. The float on the red flapper never goes under the black flapper. This one has hung up twice since installing it but only when I didn't push the flush handle down completely. Even then, it was obvious there was a problem as it didn't sound right and I caught it before I lost a lot of water. These bad flushes occurred within two days of installing the new assembly. Now I'm sure to push the handle down completely and no more problem. I've had it a little over a month and no problem. A great improvement over the original assembly.
