Does the expansion pack allow for 8 players to play instead just 4? or is it simply different boards for the original game?

It has different boards for a more challenging game and plastic tile covers to help keep tiles in place. There are not enough tiles in the game to have 8 players.

Does this include just the plastic sheets or also the entire game?

Plastic sheets and new player boards only. You need the base game.

This is an expansion with plastic overlay to hold the tiles in place and also a couple of extra board designs.
