Will this EQ work on a receiver?

It's not really designed for that, but yes you can. You may need to use an adapter to run from the RCA style connectors on the receiver to the 1/4" connectors on the EQ. Usually on a home receiver you run an EQ through the tape in/out. Tape out to EQ in - EQ out to tape in. Keep the tape monitor selector ON to run the signal through the EQ. If you turn the tape monitor off, you will bypass the EQ.

Are the output knobs a volume control or a gain control?

There’s no output knobs? There is a -15 to +15dB adjustment knob of the input signal.

What xlr to 3.5 mm cables do i need - 3.5 mm jack to male or female xlr for input from and 3.5 mm socket to male or female xlr for output to speaker?

3.5 to male XLR male. the Male is always the send signal(output), Female is the receive (input).

Is this a dual band eq?

Yes, this is a dual band equalizer. Independent control of both channels.
