What are the torque specs for the hitch mounting bolts?

Bolts don't need to be super tight; 36-48 ft/lb should do it. It's going into Volvo steel, so don't break the bolts! Lock washers will prevent any back-out.

Will this fit a 2003 Volvo V70? If so, do any parts of the car have to be moved in order to install?

The 2003 V70 is the P2 chassis the same as the XC70 that year. The hitch for it SHOULD fit. The bumper cover has to be removed, about a 15 minute job for first-timers to do that part. Then the bumper beam, remove large bolts and reuse the same mount points, the hitch goes against the frame and the beam is reinstalled as I recall. You may have to notch the bottom of the bumper cover, mark carefully and it will be hidden under the bumper. The hitch instructions and available online videos will give you a good idea if it's within your capability. It was far more tricky to install the wiring harness for a light adapter. The hitch itself is basic mechanical ability.

I have a 2008 xc70, the picture states uses existing hardware, is this true?

Yes, the bolts that hold the rear bumper reinforcing bar are removed, then re-installed through the plates that hold the hitch to the body. You have to be very careful routing the wires so they fit and don't get pinched, but this will fit nice. Don't make a huge cut for the hitch to protrude below the bumper skin. Mark the bumper for the width of the hitch, then slit it close. I didn't cut across the top, but folded it behind the hitch, and it looks factory. You will need a connector to pick up power form the rear fuse block for the lights. I used a generic converter which was much cheaper than the Volvo unit. You can get that at an auto parts store. The Volvo unit is nicer, but then you have to have the dealer program it. That will then tell the car when you are towing and change the shift and brake maps for towing, but it's not absolutely necessary to tow safely. My 2010 tows great, but I'm towing about 2500# all up boat and trailer.
