Does this come with the bushings and bolts needed ? and is link above for one or two bars ?

Yes, it does come with 4 bushings, 2 for each end, and 2 metal sleeve inserts. You have to reuse the special bolts on each end. I had no problem reusing the bolts on my 15 year old Wrangler. It is for one link kit so I ordered two. They are much beefier than the OEM ones.

Is this for one or is it the set of two?

It is for only one sway bar link

Can someone measure the overall length? What is the center to center measurement?

Center to center is about 6.875 to 7.00 inches kind of hard measure perfectly under the Jeep - I personally would look for another option if I were doing it again - the bushing sleeves are just enough bigger than the bolt that it rattles some - I have access to a lathe and made my own precise fit bushings to fix the rattle

Is this the sway bar link replaces the Rear plastic sway bar link on my 2003 Jeep Wrangler? thanks in advance

This replaced the plastic links on my 2002 Dakota so I'd expect so. Not sure if the part numbers cross reference.
