Q: does anyone know if this will dissolve into cold water??

It will not really work well unless the water is very hot, not boiling.

Q: How do you make it? The directions on my order are in Polish.

As others answered you only need to add the contents of a packet to a cup of hot water. It does not have to be actually boiling water. I personally like it with milk instead of water. It gives the drink a fuller Cappuccino taste. In fact, I put the cup of hot milk in a slightly larger cup or container so I can use a mini electric drink mixer like this one http://www.amazon.com/EWIN-Battery-Electronic-Stirrer-Cappuccio/dp/B00KWS9URE/ref=sr_1_3?ie=UTF8&qid=1455284070&sr=8-3&keywords=mini+electric+stirrer for a few seconds to create a nice, thicker froth than what you get without it. This is just personal preference of course.
