Q: What is the thumb-screw used for where the top of the three legs of the tripod are connected to. Does the middle shaft go up and down??

this particular shaft does not operate vertically. The thumb screw allows panning or holds the head stationary. I love this tripod because it is light and small. I use if for taking pictures of flowers and it does work well.
