Yes it does. I used it under chalk paint finish on a dining room table.

Is this good for getting wallpaper ready to paint?

I don't know. I would never paint over wall paper

can you use a latex paint over the zinsser primer?

Yes you can use latex over the zinsser. I am going from stained woodwork to painted and this is a great product for that. It covers the stain well and helps the paint adhere better. I have done my whole house using latex paint. Long snswer
