Q: Why does the diagram provided look though this heats the water after it is removed from the source to be cooled dumps the hot water into a resevor?

It’s a bad diagram. These blocks work well, but check the fan rotation upon receipt. Some of mine were backwards but they can be flipped if needed. As an additional note, these can be used to heat or cool the water depending on how the thermoelectric blocks are turned. One side heats and the other cools.

Q: Can these be reversed and used to cool the water?

It can be depending on which way the TECs are oriented. Also, would check the fan orientation when you do to maximize the thermal dissipation. Would recommend getting a temperature controller to attain the desired temperature.
