This kit contains 20 magnet wand covers.

Is this rechargable & if so, is there an adapter with it?

No. It’s not electronic. The wand has a magnet in it and the mask contains particles that are drawn to the magnet so when the wand gets close to the mask on your face it sticks to it, removing the mask.

Is there a refill for this?

I haven't bought this (yet...) but I'm going to go out on a limb here and say if you use all your wand covers; but still have mask product left, you *could* just cover the wand with plastic wrap.
