Is the opener all stainless steel. Don't understand as one reviewer says "replaced the stainless and then it worked well."

No, it has a very thin stainless steel wrapper around the housing. It would be 3 times the price if it was all stainless steel.

What the input voltage ?

You can input 110 - 120Volts into this badboy!

Is the cutting lever metal or plastic?

The cutting lever is metal. But there is a small part that is attached to it that moves the cutting wheel that is made of plastic. And that brakes pretty easily. Making it inoperable.

Electric can opener that opens gallon size cans

I've not had gallon sized cans to open, so I can't rate this can opener on this question. Sorry.
