No. This is not sized for adapting two different sized pipes. The 2.25" will not seal on either a 2" or a 2.5" pipe. It is specifically made to join a 2.25" ID pipe with a 2.25" OD pipe. That's it.

Can i use the 3" clamp to mate a 2.75" od to a 3" od pipe? if not what size could i use?

Can you get a 2.75 to a 3in pipe adapter from the parts store and take a close-hanger and a soldering torch and use the close hanger to fuse both pipes together

What is the difference between the regular and 2 piece clamps?

This clamp is for a butt joint whet the 2 pipes butt up against each other. No overlapping where one slides inside the other then a horseshoe 2 piece clamp goes over that. The plus side is the pipes are easier to come apart in the future. Audi’s are known for this type joint.
