Q: Ordered 3 harnesses! Tested each one before install and all 3 get constant power without the toggle switches even connected?? Relay issues??

I really don't think it would be a relay issue. I don't think 3 would be bad but you never know. I've got 2 of the same ones and didn't have any issues. Are you sure you aren't giving constant power to it? Not being sarcastic but check your wiring I don't see how 3 could be bad

Q: Is it possible to buy a replacement switch for this harness?

I am sure you can replace the switch, it a common switch found at most auto parts retailers, average price $5. just a 3blade switch.
