Is the reel so heavy that its hard to pull?

No, I hook mine onto a shirt/safety vest and when I extend it to scan my badge it barely pulls on the shirt/safety vest.

Can’t for life of me open either sleeve. Both seem sealed shut on the top. Am I losing it?
