Yes you brew the tea in tip kettle. The bottom one is for hot water. You pour a little tea into your cup and a little hot water. Depending on how dark you like your tea.

The bottom kettle does not have a cover as you mentioned. Almost all teapots do not have such a lid. The lower and upper kettles are used together, and the upper kettle covers the bottom.
