19x19 refers to the game size of the board. Not 19 inches by 19 inches, but 19 game lines by 19 game lines.

Are the stones made from plastic, glass or wood?

crappy plastic! Not a very good set! I don't recommend it. Go find it at the game shop at a mall. Better quality there. If it wasn't a present, it would have been returned!
