what is the thread size ? is it 1/4" NPT?

it's 1/8" BSPT with a 5mm OD for the tubing... pretty specific to ARB and very difficult to find elsewhere. You can find 4mm and 6mm 1/8" BSPT at McMaster-Carr and elsewhere, but nothing for the 5mm tubing.

Can this replace the compression fitting portion of the bulkhead on the axle?

I guess you cold if the bulkhead fitting is British standard pipe threads. They are different than standard pipe threads. If they are tapped the same then yes you could use this fitting

Will this thread into the ARB solenoid or is there a different one

Not sure I Got mine for the rear diff.
