Received the item. I have a 2002 tj. It works for turn signal but not flashers. Design flaw or is it a bad unit?

I've tried 2 different EP27 flashers and both worked the same. I have good turn signals but the 4 way flashers don't work. Guessing an issue with the Jeep wiring itself. With the original flasher the 4 ways worked normal but the turn signals hyper flashed. after I changed to LED's. I just live without the 4 ways.
