Are there two holster one for each leg?

I was initially confused too, but yes, you get 2 complete holsters, one for each leg. I am left handed, and will give the right handed holster away.

Can the holster be worn on the thigh without the belt attachment? Would it stay in place? I'd like something I could wear with jeans or leggings.

I highly doubt it. The weight of the pistol would pull it down
