Can it stretch out 4 inches? (or is this just the product dimensions of the whole bag?) thanks

No way it can stretch 4”. These are tiny little rubber bands.

How wide circumference will they stretch to ?

It can stretch to about 2" - 2 1/2" in diameter.

What are they made of? Any latex rubber?

They are just made outta rubber :)
