Could someone that actually used Tru Oil first then used Stock sheen conditioner reply if this brings down to a satin finish and how application was?

Stock Sheen & Conditioner effectively removes any surface imperfections and leaves your stock with a satin finish. 2 Repeat applications as desired for a softer matte finish."

Does this apply over the factory finish? Trying to spruce up an old 870 wingmaster without stripping and refinishing.

Yes,its pretty much like putting furniture polish on a piece of furniture,shines up really good,you can then top it off with a coat of birchwood casey stock wax for a super nice fingerprint resistant finish.

Can I apply this to a new stock without using stock sealer or tru-oil?

You can, but the stock sheen and conditioner is a wax with a little abrasive in it. It does not leave a "coat" of finish. In other words, it is meant to be used over Tru-Oil or a stock sealer to make the stock finish look nicer.
