Q: Are these cooking times for a frozen or thawed turkey

As Cara said, NEVER attempt to cook a frozen turkey. Defrosting instructions are usually on the packaging. This usually involves leaving the turkey (still in the packaging) in the refrigerator, NOT the freezer, for a few days before it's needed - duration depending on weight. So always make sure you buy it with plenty of time to defrost.

Q: Is this turkey ready basted

As near as I can recall (from 2018) the turkey was not self-basting. I might add that in our experience Gressingham products have always been very good and, personally, I've never found the results of self-basting very satisfactory.
