What type of screws come in the kit?

The kit comes with only the screws that hold the mounting brackets. 8 small silver color fine thread short screws for counter-sunk holes. They attach the mounting kit to the device. It does not come with standard screws to attach the assembled kit to a rack. The larger rack screws must be purchased separately.

Does it come with the black crews and black "nut" backer as well as does the OEM version?

No. This is the mounting "ears" and the screws to attach it to the device only. It does not include rack screws, washers or nuts.
