Yes, this muddler is made in China.

Can you break ice with this?

Yes....and no. You probably could but it really wouldn't do a good job. It's geared for crushing sugar cubes for old fashioned or masking fruit for cocktails. Made of a somewhat hard plastic...I dont believe it's got the hardness or weight for the job. It is round as well not lending itself to be a good ice crusher. Be well, take care.
