Mine shipped from China, is that legal and safe?

No, unfortunately it is not legal unless both the buyer and the seller have registered import/export permits. Overseas sellers have become a real problem and Amazon has been made aware and is hopefully making changes. The best thing you can do is purchase from USA based merchants, and file a complaint with Amazon. More information about importing seeds into the USA can be found by contacting the US Department of Agriculture.

Do they taste different from regular orange carrots?

More flavorful than a regular carrot that you buy in any store.

Are these seeds coming from China?

Not if you purchase them from BGS Supplies...if not, then they likely are. Just make sure the 'Ships and Sold by' sections says BGS Supplies and your seeds will be USA seeds guaranteed to germinate.

Is purple dragon carrot a gmo plant?

Not GMO. Actually, the original carrots were purple not orange. Nice to see the rainbow carrots are more popular!
