I would not try it personally. There are other cream polishes that would be better suited.

Will this smooth out a burr on a sewing machine throat plate?

Yes. It will smooth just about anything. If you can feel the burr you might well start with a coarser abrasive sheet. 320 to 600 grit will smooth the throat plate material much faster but still leave a silky smooth finish. These grits will take the metal to a mirror finish but will remove metal very slowly.
