Not to well. I would strip the old stuff to get a cleaner and more guaranteed stick.

It’s more of a matte with a very slight gloss due to design

Q: If wrapped around a metal tube, will this make it stronger and less likely to bend?

Not really, I wouldn't say this provides any structural integrity. Plus, it's not super sticky. Would be better to wrap a bunch of duct tape if you had to.

Yes. I used it on plastic and sticks well.
