No. MC cable is not suitable for wet conditions. You must use PVC conduit, or EMT (with wet fittings), or UF cable for wet conditions.

I am installing a Tesla wall charger with 60 amp breaker and I found out that the ground on this is only 8 gauge. Do all the wires have to be 6 gauge?

Not an electrician nor licensed in your area. I used to install a 60 amp breaker for Rivian R1t. The two “HOT” lines 6 gauge and one “GROUND “ 8 gauge is very common set up. If still doubting consult local code. P.S. Charging Rivian at 48 amps.
