Q: Do we have a special shapener for this

Derwent has sharpeners - the hellical blade crank one, battery operated one and the handheld one. My recommendation is to use any good hand-held sharpener and hold the pencil in your non-dominant hand and turn the sharpener and not the pencil. These pencils are very soft. Battery operated and electric sharpeners are not appropriate and lead to breakages.

Q: Why have the prices of all Derwent colour pencils increased?

Because Derwent also wants you to have no money in your pocket before you learn drawing

Q: Can we use this pencils over poster colour ?

I think not as poster colors mostly will be ac distemper based and will be cheap with binders and chalk etc... These wax colored pencil can add over other wax pencils like prismacolor and for mixed media it would be wise to use watercolor or gouache once ur work is fully dry...and then add these to get the best results. Ink underpainting or even soft pastel will also work.
