Will this fit on a 46" dining room table?

depends on the size and style of your dinning room table. If it's an antique - you probably don't want to use it because it would harm it.

There are no instructions on how to assemble. Is there any information on "how to"?

I felt the same way and found some YouTube videos that helped. The tension on the net with the strings was the hardest to figure out. The small knobs underneath are for raising and lowering while the bigger knobs tighten the bracket to the table itself. Try this video https://youtu.be/Fr0COcLwuUo
