Will they fit Weber kettle gril leg?

Measure the OUTER diameter of one of the Weber Grill legs. This includes the thickness of the metal tube. This rubber cap INSIDE diameter is 3/4". Your grill leg should be exactly 3/4" for a tight fit or 1/16" less. Any more or less will not fit. If the fit is slightly loose after you buy them, wrap some electrical tape around the leg tips and get a better fit.

The end of my walking stick is 3/4". What is the diameter of the tip hole the stick goes into, and is the 3/4" the bottom of the tip?

The opening of the rubber tip is exactly 3/4”. It flares out a bit on the outside of the tip. It is wider on the outside, but the inside is like a 3/4” cylinder.

Do these come with metal washer to keep steel tube legs from cutting through the rubber?

No, it’s simply a rubber cup that works well.

My chair leg is all most 7/8" outside diameter , will these stretch to fit?

The chair leg is way too big for this. Chair leg has to be smaller to fit right. Try a 1" rubber cap instead which gives you a 1/16" clearance on top and bottom which should be a good fit. Wrap electrical tape or gas Teflon tape (thicker yellow type) around legs to get a tighter grip, or a make a silicone ring around leg with a hot glue gun to give some more traction.
