What's shade would be the best for light-medium neutral skin tone? Also I'm mainly a 23 in Korean foundation shade range

I think this one is normal version. If it is long wear version, it should be expressed as 'Essential Skin Nuder Long Wear Cushion' on the title of the product.

Does this cushion come with a refill?

Some do some don’t. When you select color read the description at top. It will say if it comes with a refill. The cheaper price ones do not.

How to apply the foundation?

It's not wet when you put it on just slightly damp but dries quickly and feels like air and lasts all day even if it's a little pricey it's the best Korean foundation I've found and foundation and I have a birthmark after applied u can hardly see it. I'd highly recommend it cuz it's great for oily and dry and feels like silk.
