how can you manually turn it on ?

This LED light uses a motion sensor. The LED light automatically turns on when a person moves is detected. After the person leaves, the light is turned off after 20 seconds of delay. This light must be sensed by someone outside the light to turn on the light. If you test the LED function, you can hold the light detector (the other end of the LED battery) for testing.

Can you use rechargeable batteries in them

Yes but the mAh has to be higher. We tried the average rechargeable and it wouldn't even turn on. We bought these and they work great: EBL Rechargeable AAA Batteries 16-Packs (ProCyco 1100mAh) with AA AAA Smart Battery Charger

Is it battery power if so long does the battery last

Not long at all! I just bought these and they lasted 4 days before dimming. If you want to use them for a couple hours each night, these are not the lights for you. I put them in our book shelf. They each take 4 triple AAA batteries too..
