Mine doesn't go all the way down either. Whether it was designed that way, I don't know.

According to the picture that they display on the page, it’s 12.1 inches from bottom to the top of the outer lid.

Q: Are the cups the same size regardless of thermos size? So do the thermoses have the same size cups?

I'm not sure what you mean by the cups being the same size? It is the standard size that comes on a thermos. i hope this helps, I apologize otherwise.
